When running the installer make sure to turn off all programs that can interfere with the installation process. This includes Anti-Virus, file compression and other monitoring programs.

If the problem remains try restarting the computer, installing in another directory or manually close conflicting processes using the Windows Task Manager(ctrl-alt-delte).
